      This change should revert the change made in WT-4958, and implement a new check that safely skips checkpoints at a timestamp when possible. It should be safe to skip checkpoints at a timestamp if the previous checkpoint was also at the stable timestamp, and there was no interleaving of timestamp/non-timestamp checkpoints.
