Fix link_bench regression introduced by data format change

      WT-4642 introduced a regression to link_bench across multiple tests. Analysis of FTDC data before and after the introduction points toward an issue with eviction not being able to evict when it should be able to. Additionally eviction has started behaving quite differently during checkpoints to how it previously was.
