Checkpoints with cache overflow must keep history for reads

      When a checkpoint executes with stable_timestamp > oldest_timestamp the history in between can be incorrectly discarded if cache overflow is engaged. This means that reads with timestamps between oldest and stable will see newer versions of data than they should.
