Enable million-collection-test working with Evergreen distro rhel80-build

      The WiredTiger million-collection-test worked well with Evergreen distro rhel62-large. A recent attempt of switching to new distro rhel80-build failed the test because of ulimit setting permission issue.

      Need to understand the permission rule on the new distro, and potentially upgrade the test to adapt to it.
