Evergreen has a feature called task tags. We can leverage this feature by grouping pull request tasks together for ease of selection (using tag selectors) and scheduling.

Currently the wiredtiger project is configured to schedule all tasks under ubuntu1804 build variant. It does not make sense with more and more new tasks adding into the same variant. The task tags and selectors will help us on the pull request task selection.
