Assertion failure during urgent eviction of metadata page

      In WT-5050 there was an assertion failure fix when evicting a metadata page after a checkpoint. That fix was incomplete as we've now seen another build failure hitting that assertion after the fix. Investigate why the other fix is not sufficient.
