Change the incremental backup duplicate cursor to return the correct lists of checkpoint-modified blocks rather than the complete file. The changes we've already made to test/format should be sufficient to smoke-test this change.
The list of blocks to return will be the list of allocated blocks from all of the checkpoints that exist subsequent to the source checkpoint, up-to, and including, the target checkpoint.
