txn07 and test/format fail with cache stuck

      WT-5072 delivered the reconciliation changes for pages with existing lookaside records. After merging that change python test test_txn07 and test/format fail with cache stuck. This ticket will address these issues and re-enable test_txn07 on the feature branch.
