    Remove unused code from the format test program.

We no longer configure the format test program's long-running transaction support (it includes functionality no longer supported in the WiredTiger library).  It's primary testing functionality has been replaced by repeatable snapshot isolation reads, and so it makes sense to remove it rather than to fix it.
