Create a TOMBSTONE update to represent the on-disk value state

      Whenever during the rollback to stable operation, if the on-disk value needs a change, create a TOMBSTONE update to represent on-disk value.

      • TOMBSTONE update with timestamp and transaction id as WT_TS_NONE and WT_TXN_NONE to represent the on-disk key as removed.
      • On-disk value update with timestamp and transaction id to represent the on-disk key has never removed.
