Add ability to skip taking a checkpoint to connection->close

      The reason this is desired is that MongoDB would like to be able to have the persistence characteristics of an unclean shutdown sometimes, without actually doing an unclean shutdown. i.e: They would like to be able to make a subsequent wiredtiger_open call in the same process.
