Don't consider TOMBSTONE/Stop time pair for history store reads

      All the history store KV pair contains either a TOMBSTONE in the update list or a stop time pair for on-disk value. These are used to represent when the history store records are not visible. But during the normal search operations, we shouldn't consider TOMBSTONE/stop time pair for a history store search.
