In ~~WT-5522~~, we have made the decision to not free updates when we insert updates to history store due to possibility of failed reconciliation causing data loss and data mismatch. Instead, we should free the updates when we restore the update chains to the new disk image. At that time, reconciliation can no longer fail and we can safely free the onpage updates and the older updates as they have been written to the data file and the history store file.
