If we die between creating the turtle file and creating the metadata file (that is, the turtle file exists but the metadata file doesn't), we won't run: *wt_meta_turtle_init() will return "exist", so we won't create the metadata file, *wt_metadata_open() will fail to find WiredTiger.wt.
