Call cursor disable bulk insert on first insert to history store.

      There was fallout from the change to not use transactions for inserts to the history store in WT-5478. That fallout is in the form of test_txn16.py starting to fail - so that test case has been disabled for now.

      The failure is due to a new log file being generated on startup even when no changes have been made to the database. That's not expected and should be addressed.
