Remove LAS file when upgrading to 4.4

      While working on WT-5653, we realized that we still have both WiredTigerLAS.wt and WiredTIgerHS.wt in database directory after upgrading from MongoDB 4.2.x to 4.4. We need to think about how we can delete the old LAS file. Few possibilities:

      • Make it part of upgrade process to delete the old LAS file
      • Or, delete the LAS file as part of WiredTiger startup process
