At the time that dump and verify were being worked on, we were simply ignoring tombstone records in the history store. We've since amended this approach to apply only to sessions that have the flag WT_SESSION_IGNORE_HS_TOMBSTONE set (we need this for rollback to stable). We should update dump and verify to set this flag as needed so that they're able to walk the history store as required.
