In WT-5809, we identified there is a problem when we handle out of order timestamps. We provided a fix and the mongodb tests are passing. But we never understand the actual problem and how the fix fixed the problem (See comments in WT-5809).

This ticket is to investigate the behaviour of out of order timestamps and make corrections if we still handle things incorrectly.
