Follow on work from WT-6051, I'd like to extend our test coverage and get format to run with different formats of modifies from now on, at least 'S' modifies so we catch bugs like the one in WT-6051. Currently it only uses 'u' I haven't investigated how feasible this is but I feel like it should be possible. It could require some ugly string manipulation in format which may not be ideal.
