Disable checkpoint deletion during backup

      Deleting new checkpoints during a hot backup can result in a corrupt backup (see WT-6118).  Until we have a fix for that, we should disable the deletion of all WiredTiger checkpoints during a hot backup.  

      Phrased differently, we'll disable the changes from WT-5242.
