Review performance regression of global visibility checks in __inmem_row_leaf()

      In WT-6151, an empty check was added for time window before validity check. This brought back some performance regression introduced by WT-5754. The aim of this ticket is to investigate scenarios where the time window is not empty and we have to perform expensive global visibility checks.

      Note that this ticket may require creation of new benchmarks that can generate timestamp related workloads.
