Follow on work from WT-6197, we've been running a lot of stress tests with a cache thats quite small and doesn't replication production scenarios. These are generating noise, as such we should modify our testing to not do so.

This would require changing test/format and probably test_timestamp_abort.

Some more conversation may be needed to decided specifically which ones.
