Update dist/api_config.py to support Python 3.7

      When I run the dist/s_all scripts using Python 3.7 it re-generates wiredtiger.in with a number of whitespace changes. It would be nice if that didn't happen.

      The specific script that is changing the file is dist/api_config.py
