Upgrade Evergreen Windows distribution to vs2019

      In WiredTiger Evergreen projects, our macOS tests currently run on macos-1012 distro, and Windows tests on windows-64-vs2017-test distro. As there are distros with newer OS versions available in Evergreen, we should consider updating to the newer version distros for our tests to match MongoDB projects and the community use cases.
