The idea of this ticket is to enable testing of WT-6280 and WT-6330 and potentially find other scenarios that haven't been thought of. Essentially the plan is to create a 10 second delay between checkpointing the data store files and the history store file. I want to do this in an explicit timing stress separate to the pre-existing one as I don't want to slow things down excessively
