Commit: diff: WT-6427 Always set stable timestamp when setting oldest timestamp (#5816)

      • WT-6427 Always set stable timestamp when setting oldest timestamp.
Set stable ts to the "all_durable" value, and let oldest ts lag that.
      • Fixed arg for set_timestamp.
Changed trace status line to always show stable timestamp.
      • Rework the timestamp code to do a final bump of the oldest, stable and current timestamp as part
of shutting down. This lets us do normal RTS testing and then we always bump the timestamps.

Add a #define for the block allocation, I'm tired of trying to remember why it's 512.

      • WT-6423 Salvage testing fails after setting stable timestamp in test format #5822
