Fix a bug where files without block modification information were repeatedly copied at each incremental backup

      We fail to distinguish between objects checkpointed before backups were configured and never subsequently modified and checkpointed, and objects created after incremental checkpoints have started, and we will repeatedly copy the objects created before backups are configured on each incremental backup.
