Ensure Truncate operation does not fast truncate pages with active prepared updates.

    Description

      A page cannot be fast truncated if it has any active prepared updates (i.e. prepared updated that are neither committed or rollbacked).
      The scope of this ticket is to check whether currently it is done. If not, need to make changes to comply.
