Move checkpoint start log record to before we refresh the checkpoint snapshot

      In durable history, we changed checkpoint to refresh its snapshot after getting the stable and oldest timestamps in WT-5916. However, we didn't change the log to be replayed from this point so after restart, the records written between we get the checkpoint transaction and we refresh its snapshot will be replayed again by recovery without timestamps.
