Set up Genny tests for evaluating removal of eMRCf

      Using the test workloads developed in WT-6659, WT-6660, and WT-6661, create an end-to-end performance test of degraded PSA replica set performance.  A test should:

      • Set up a PSA replica set (optionally with or without eMRCf)
      • Populated it with documents (WT-6659)
      • Fail the secondary node
      • Run at the benchmark workload (WT-6661) to get a performance baseline
      • Run history store growth workload (WT-6660) (ideally the runtime for this phase should be a parameter)
      • Run benchmark workload again to evaluate impact of larger history store
