Don't increase the writegen number until RTS cleans up the checkpoint

      The writegen is incremented whenever the server is restarted, this leads to clear off any transaction ids that are stored on the page while reading but to let the RTS clean the extra data that is written by the checkpoint, we must retain them until the RTS clean them.

      Move the increase of the writegen to the place after RTS fixes the checkpoint.
