Refactor existing LSWA workload into separate YAML files

      Since we'll be reusing configuration from the LargeScaleModel workload, we should take this opportunity to abstract each phase into a "phases" YAML so that it can be shared across workloads.

      After refactoring, we can run genny evaluate to see the generated YAML to verify that we haven't modified anything important by accident.
