Now that we have a workload to churn MongoDB while a PSA replica set is degraded, figure out how to actually turn off a node during the test (or script it outside of the test).  Verify that we are seeing expected behavior in the degraded replica set — i.e., WiredTigerHS.wt should grow a lot more than it does when the replica set has all three members.
