Add test coverage tags to all non-Python test programs

      Add tags to existing test programs, except for the Python suite indicating which areas of the code they are covering. It is possible that some test programs don't overlap with the matrix - that is OK - we should probably have an empty tag so we can remember that we thought about whether they added coverage worth documenting.
