The first leg of this project is to create a workload that conforms to what is described in the technical design. This ticket is going to mark the end of this stage. After this point, we'll be confirming that this workload actually stresses the system in the way that we're expecting and make the necessary deviations from the technical design to make that the case.
This work is mostly covered by WT-6967 and WT-6968 since these are the main novel components to this workload but this ticket serves as a sanity check.
