Remove hs_cursor check in CURSOR_API_CALL after switching to the new hs cursor

      We work around the problem that we can't set the history store key when the session is in the prepared state by checking hs_cusor in `CURSOR_API_CALL`.

      This check is not required after we switch to the new hs cursor as it uses `CURSOR_API_CALL_PREPARE_ALLOWED`
