Currently, we rarely check the cursor key order for HS. Perform a history store key verification for every datastore key to verify the updates in the history store whether they are in order not?

This may add some overhead to scan the HS for every datastore key. I feel this overhead shouldn't be a problem as the verification is performed only in a DIAGNOSTIC mode.
