Make WT_IS_HS and WT_IS_METADATA consistent - both operating on dhandle

      WT_IS_HS macro takes a btree as an argument whereas WT_IS_METADATA takes a dhandle. It will be good if they are consistent on how they get used and both work on a dhandle instead.

      This came out of review for WT-6868.
