Our discussion on object naming indicates that we need additional configuration components to wiredtiger_open. This ticket is to add support for those new components.

Another piece of this ticket is to add an API for WT_SESSION::create to enable/disable tiered storage on a per-table basis. This functionality is very similar to logging=enabled that exists for tables.
