Add warning and fatal wtperf options for idle_table_cycle

      This ticket addresses adding new wtperf options for the workload many-dhandle-stress.wtperf created in WT-7288:

      1. Get a warning (or error, if configured to do so) if create/drop with wtperf's idle_table_cycle takes longer than configured.
      2. With the warning also output how long the create/drop took.
      3. (Stretch goal) Setup an experimental Jenkins perf job utilizing the number of warnings generated by the workload and an X number of worst times it took to create or drop tables.
      4. (Stretch goal) If it takes too long to create a lot of tables, upload a pre-built database to dotfiles, and download as needed.
