Update the CONFIG file based on the release that is about to run for compatibility tests

      In WT-7545, a temporary workaround has been provided to avoid incompatible configuration files between releases during compatibility tests.

      A better solution is to rework the compatibility script to update the CONFIG file based on the release that's about to run. There will still be a single RUNDIR directory, but multiple CONFIG files, one for each release that is going to run there.
