Add flag to wt_tiered_name function to omit prefix

      The __wt_tiered_name function could take a flag, perhaps WT_TIERED_NAME_ONLY or WT_TIERED_NAME_NO_PREFIX. Callers in __tiered_opener_open and __wt_tiered_do_flush calling  __wt_tiered_name to get a URI and then stripping off the prefix.
