In order to use our existing python tests with tiered storage, we will implement a python hook (probably adapted from WT-7355) that will automatically create tiered tables instead of regular tables in the tests.

The goal in this ticket is to get the hook working, and identify and filter out tests that obviously shouldn't work on tiered storage in its current form.  Any bugs this testing uncovers will get their own tickets.
