Modify test tag format and tag additional python tests

      Using the now existing test tagging framework, add tags to 20 python tests in order to create a set of "testing categories" which will then be used to subsequently tag the remaining tests, or as a basis for more categories to be created.

      Commit the new tags, categories, and leave a list of new tags and categories on this ticket.
