Revert new bulk cursor error message

      WT-7443 added a new error message when we can't get an exclusive dhandle for a bulk cursor.  This provide more consistency in how WT reports errors.  But because MongoDB logs any message from WT with ERROR severity, this caused problems for tests (and potentially users) that weren't expecting to see an error message from a non-fatal failure.

      We should revert WT-7443 until we have a better way (e.g., WT-6997 or similar) to pass error, failure, and diagnostic messages from WT to MongoDB.
