Create a new method to check for running user transactions before starting rollback-to-stable operation

      Currently, rollback to stable doesn't run if there is any active transaction in the system. However, we should block it only when there are external transactions and the internal transactions such as eviction should not block it. We need a mechanism to distinguish them when doing the active transaction check in rollback to stable.

      This ticket should design, implement, and test such mechanism.
