This is fallout from WT-8121, the logic for success and failure was changed in the thread context and not fixed in the hs_cleanup_test. In this change we should fix it and we should update the default configuration to expect at least one history store insertion.

• Reversing the rollback logic in the test framework as its lot cleaner to return true if an operation was successful.
