WT-8254 introduced macros to use the new verbose API. We think the code related to compaction is a good candidate to start using the new API. In WT-8189, verbose messages were added related to compaction and haseeb.bokhari agreed it would be great to be able to differentiate those verbose messages as some are for debugging purposes and others are warnings/errors.

Use the macros defined in WT-8254 in the compact files
