This commit adds a function to execute csuite tests in evergreen.yml. It also includes the following changes:

• Update the Evergreen task template for csuite test.
• Enable csuite-wt2246-col-append-test.
• Enable random_abort in ftruncate-test task.
• Remove timestamp abort test function as it was covered by csuite-timestamp-abort-test.
• Remove tiered abort test function as it was already covered by csuite-tiered-abort-test.
• Remove duplicate (and outdated) test.
