Currently object naming for a tiered object follows directly from its table name. However, it would be desirable for a local table to have a different name than the tiered objects. We should be able to support this by adding a configuration setting to create for a tiered table that gives its tiered name.

The expected use case for this would be a replica set. The individual nodes can create their own naming. The first creator of a table would name it and others would be notified.
